How does the wheel and handle work? What tensions the wire?

I wind with my left hand and use a pair of forcepts with a piece of felt wrapped around the wire in my right hand ,by holding the nose of the forcepts up close with my fingertips it saves a lot of wear and tear on my fingers ,and if i want to pause i let the forcepts hang and i dont lose any tension, i might add that the shaft in the winder is preloaded so that its stiff to turn deliberately,wich is real handy when i drop my wedge shaped knitting needle that i use for compressing winds incidently the counter acts like a ratchet also.i dont have to use a chuck key ive found when rotating the stator. the winder also serves as a holder when soldering up.
