rough surfaces on a foamie from decal removal

Ok i have decided to repaint my foam FMS FW190. I pulled the decals off and it has upset the surface of the foam where they used to be. It is now very rough. I assume some sanding is necessary. What grit to use? It has left the surface a little hairy. Do I need to fill the area with spackle? If so, do you thin it down any? I really want to do it right. Can anyone tell me the proper prep steps?
I have an airbrush and plan to use valspar acrylic flat latex paint from Lowes.
