2.4 will not work under water, and 72 is for aircraft. 75MHZ is the one. Dave.

i heard the reason it does not work is because of the way the wave length of the frequency does not penetrate the water it just bounces off of it or something to do with the flux capacitor one or the other.

The resonant frequency of water is 2.5 GHz, close enough to 2.4 GHz to cause reception problems with a submerged object - and possible reception problems for skimmers.

My advice, for what it is worth would be for anyone serious about model boating be it target or sub.
Is to find yourself a nice 75MHZ radio that you like, treat it nice, kiss it before you go to bed at night, maybe even a bedtime story of two!

Definitely NO! Water 'rotates' at the 2.4 GHz frequency, which is why microwaves work... and interfere with WiFi internet. It's also the same reason Bluetooth doesn't work so well through your body... the 2.4 GHz spectrum is effectively 'absorbed' by water.

No go for subs. Works above water just fine.

35MHz will work, though I am not sure of the legalities of using it in different parts of the world. It does physically work. Anything should work in the 100kHz range to the 100MHz range. If you could find a transmitter that had a lower frequency, it would probably still work, though at sometime, you would start to get bandwidth limited, though, I think that you would have to get pretty far down before that became an issue.
