I just got these control horns from a vendor who shall remain nameless. Hint...seems to be DJ's potential sponsor?

Anyway, As you can see they are missing the pin that normally pierces the foam and joins the two pieces together. Has anyone seen this type of arrangement before and what would you use to join them? I am thinking they are sold this way and the intent is that you use something to join them. Wire?

Yep...use the stateside version on balsa birds....you use screws. Dubro includes the screws with theirs...

Servo mounting screws like what comes with small servos should work.
