It only applies if you bought a transmitter AND one or two receivers at the same time. You can send in the barcodes from the package and receive the same receiver/s free from Spektrum. There is a thread about it here: https://www.rcgroups.com/forums/showthread.php?t=831852

These look great but do they enhance the performance of the 4#3?
Is the fibreglass kit any lighter that the stock plastic frame?

The G10 frame is slightly heavier but the heli is more balanced and the extra weight makes it fly a bit more stable. The Carbon frame is a bit lighter. No results of flight tests yet from any one, it should retain the same characteristics though and may increase flight time and tail stability due to lighter weight .

Other benefit is they are stiffer and stronger than stock.

Flying with the G10 frame the 4-3 is much more stable than stock. Balance is improved and it feels very stable in a hover. With the carbon frame everything should be even better because the heli retains it's stock weight but improves balance.

I got really sick last night and was unable to finish the carbon frame build. i will be going to the doctor tomorrow to get meds. i feel pretty sick. when i am up to it i will finish this neat little heli.
