Cheapest way to ship to Canada from USA

Can someone let me know the cheapest way to ship to Canada? I need to send a small package (around 2 lbs) to Ontario, Canada. What other formalities (customs forms etc) should be followed? Also is there a delivery confirmation or tracking available?
Thanks.

Stupid ground....
Send it USPS. DO NOT use FedEx or UPS. The later two always add arbitrary "customs charges" that only show up when the item is delivered and can approach the declared value of the package you are sending. I'm not kidding either.

I don't know about 2 pounds, but I sent a receiver by USPS to canada (less than 1 oz) and it was cheaper ( $0.70) than sending it here in the us ($1.13). Makes no sense to me. (Also, I sent a receiver to Israel for $0.70)

The only other difference when shipping to Canada from the USA is that the shipper will be asked to complete a small CN22 green customs form. You identify the package contents and also indicate a value. The value you indicate has implications for the recipient as Revenue Canada use this value to calculate the taxes owed. In Ontario that is an additional 13%.

The down side to USPS is that tracking sometimes ends at the border. Not sure what the rules are on "Confirmation" of delivery. UPS is better about tracking and being able to confirm delivery which becomes a concern if accepting online payment.

Once the package crosses the border you can check the tracking using the USPS number into the post canada website. But I think tracking can add up fast to the shipping costs.

That's a funny word
If you can get it into a free flat rate envelope then it is $8.55 without a customs form.
