The Castle 35A ESC will be fine. You shouldn't see much more than 28 mps with the 12x6E APC prop.

The "Plane Fun Floats" look good!!!
Their 27" size would be perfect for the rule of thumb:
"Floats should be 75% of the fuselage length"
