The sanding sealer I have used is designed to fill balsa before painting. You apply the sealer with any paint brush. Let it dry, then sand smooth. Then prime, and paint.

You don't need to use tissue if all you are doing is sealing the wood.
Light model airplane "Silkspan" is what we apply to combat warship hulls. It is used to stop splitting the grain when a round comes through the hull.

If you are applying tissue, paint the hull with the sanding sealer, and as you apply the laquer, press the tissue into the wetted hull. Brush or press out all the air bubbles as you work along the length of the model.

Precut your pieces to work around the details. Especially all those ribs if you are applying it to the top of your hover craft.

I don't see why not.
I would test a piece on some scrap balsa or something to see if it holds up, or starts to tear out while you are brushing it onto the hull, and bushing sanding sealer over it to thoroughly saturate the paper.
