That is cool. Possible to be fully functional with electrics - don't know about fuel motors - they don't like water and would be hard to restart Might be kinda hard to make a foamy sink though...

Yes and no.

It was proposed and made it to project stage, but I'm not aware of anyone building and flying a prototype.

In modeling scale, there would be a problem with lateral stability. The vertical fin's size would need to be increased considerably to counter the destabilizing force of the conning tower and periscope.
