Could "consultants" be thought of as data adjusters?

Only use the supporting data, obviously the rest is garbage.

Test until you get the right result (and then immediately stop testing).

Hypothetically, assume the pack in discharged condition has voltages of-
3.7, 3.7, 3.6V
Balancing this pack with a blinky brings the voltages to:
3.6, 3.6, 3.6V
Now you guys are saying if this pack is charged the voltages will be:
4.2, 4.2, 4.2

My feeling is that they will be:
4.15, 4.15, 4.3

The next time I discharge/charge batteries I'll check it out.
Take a look at your charger during a discharge and see how many mAh are needed to bring a cell from 4.1 to 4.0V and then from 3.7 to 3.6V!
I have never measured it, but I think the difference will be huge. That's why even 0.1% difference in capacity between cells will give different voltages in a discharged pack.
