Video and Compression Question

Many of the 640x480 videos I see have good detail unless except in areas where everything looks the a grassy field. Then it all seems to go into a blur and when something with contrast comes into the field of view the picture sharpens up.

Is this a compression algo 'saving' memory?

Many video's you see over the web will have some sort of compression with them. The best way to tell is that if you can view them in say Windows Media Player, and then right click on the video name on the right side of the player you will see how many KBPS the video is. The higher this number the better. If you use a low kbps setting, the video will seem choppy and the exposure can appear to be all over the place. Also what can happen is that people capture movies off their digital camera's which is on a setting of 640x480 resolution and at 30fps. When this is compressed some people use a compression setting which is a low Kbps and at 25fps and the end result can be a little disapointing compared to the original.
It can also depend on what camera is being used. Just because it shoots in a high resolution does'nt mean the quality is going to be as good.
