When it comes to fans, the adage "you don't get something for nothing" applies. There are several possible causes for fan noise - one is bearings and the motor portion, the other is airflow. Changing fans to reduce bearing/motor noise is fine, as long as the new fan has the same or better airflow characteristics.
If the majority of your noise is due to the airflow, be very careful about replacing the fan. If you replace the hot end cooling fan with one that doesn't perform as well you'll be letting yourself in to a world of filament jams. Replacing the part cooling fan with a less-performing one can lead to worse overhangs and generally inferior print quality.
