MicroVector on 250mm quad tuning issue

Hello all. I will start off with a thanks to you all for your time and experience. The issue I'm having is that my quad, no matter what PID value I adjust, seems to not really want to gain altitude in 2D + Hold mode. There are some really high-speed oscillations that are so fast it's almost a vibration when gaining altitude. I did not select High Performance Mini Quad because I don't race or do any acrobatics as well as not wanting to lose a channel on my receiver for a kill switch so I'm hoping I can iron this out without having to switch over to that airframe type. In 2D without hold, the throttle response is lightning fast but I can tell it's not 100% smooth.

In case it helps any, the quad specs are:

Tarot TL250H
Flycolor X-Cross RGB 35A (currently set up for multishot & 4khz)
EMAX RS2 2206 1900KV
1000mAh 6s pack
5x3 5030 carbon tri-blade props

(I left out all the parts that shouldn't matter much for this issue)

I tried the race frame today and while it acted completely different, I think my PID values are just WAY off.
