I wouldn't suggest storing them in below freezing conditions. It may be possible that if the contents froze solid some chemical changes could take place or expansion could damage the cell. Just a guess.
In terms of using them in freezing temps - I have. As the pack gets colder it puts out less power and flight time decreases. If you can keep them inside a full fuse plane, out of the wind, or cover them with some foam or other insulator they work a little better. As far as I can tell using them in the cold won't damage them.
Not sure about charging them in freezing conditions. Seems to me it would be similar to using them. The chemical reaction would probably happen slower and charging might take longer. But I am no expert.
