how to turn a drawing on paper into PDF file?

I have drawn the plans for my airplane on paper. Now i want to make a pdf file from it so i can post it. but first i want to add text and copy parts.
i have an A4 scanner. if i turn it into a normal pdf file i can't edit it, but if i make a bitmap first, edit it and then make a pdf again it changes the size when i print it.
what is the best way to do this?

'Quick & dirty' - scan the paper plan into a hi-res jpeg or bmp, edit in PSP, print out at A4 size, scan print into PDF.

Should work OK if you can't find a better way.

This shouldn't happen if you keep the same pixels (W x H) in and out. Whether it is A4 or not should not even come into play except to set your input scanning area. Once it is bits you should be fine. Just make sure you do not have any stretch, fill, etc settings that would distort the image.

Use .tif format, or Scansoft's Paperport

Can your software write into .tif format and edit it? I believe .tif contains page size info so it should not resize incorrectly and you can edit it. Then you can convert to .pdf after adding the annotations.

I use Scansoft's Paperport. Version 9.0 scans into .pdf and allows you to add additional annotations, cut and paste portions, straighten, etc. It's a bit pricey, but is reasonable on Ebay.
