The box text translates as follows:
MAR3 - Typhoon
Micro Internal Combustion Engine
Displacement 2.5 cm3 (0.153 cu in)
With glow plug ignition

Looks to have been produced in October 1991 (or 4?)

Some quick research suggests that this motor was produced during the soviet era and up to 1990. This engine belongs to the MK-12V family of engines which were ubiquitous in the Soviet aeromodeling world for several decades. The motor is related by design to the Webra Mach-1 engines which was taken as the basis for the design. Most of these engines were produced in Moscow.

Hope this helps.
