Discussion complaints how contact?

I have had a problem with a supplier on AliExpress.
Order NO: 76740479969415
Seller: Cici Xu
I received the tablet shipment condition is very poor and not usable
I've made a claim and nothing. Just going round in circles looking for some form of contact.
I opened Dispute: Product arrived damaged
Then I choose Refund Only US $ 87.39
I do not know what happens but the seller Wants to me Return the damaged tablet
the shipping fee is 38$
for what? for damaged tablet!
This is not fair that I pay this.
Please, I want to resolve this issue

order not received

I would like to raise a complain about one seller " Agreement" from which I have never received my order. I have several messages with him, but everytime he is advising just to be patient and wait. I waited so long, and realized that the buyer protection time frame has ended.

I sent many messges to the seller but has not responded..

I appreciate if anyone can can help .
I sent an email to "[email protected]" but mailbox is full, so my messgae didnot reach .
