I don't know what for TM1000 you have.
I replaced on one of my TM1000 the antenna, the modul is maked with 17.5dBm.
17.5dBm + 2dBm =19.5dBm

So does that mean actual output power is 0.479 W? I suppose that depends on where you are in relation to antenna direction.

The TM1000 has a EIRP of ~90 mW.

The label inside the TM1000 indicate 17.9dBm PEP

Not all are 17.9dBm. Some are higher, some are lower. That's just where this one calibrated.

A monopole antenna has 2dBm gain then is 17.9dBm + 2dBm = 97mW EIRP
It's look likes for me that the DX9 has a greater telemetry range.
With the DX8 was 700m the edge of range.
