Useless plecebo, anyone using a drone for nefarious purposes will have it programmed to operate autonomously in the event of a lost signal. It needs to be able to actually fry the electronics to be of any real use and something like that isn't legal for civilian authorities to operate. For that matter I'm not sure even a jamming device is legal to operate outside of the military.
