The Other Shoe

Drops on the Federal govts ineptocracy in running health care subsidies. A few weeks ago I posted the info about the agency making the payments being unable to verify eligibility and sending all payments anyway.

And it turned out they don't even have the computers or software capable of verification in spite of *YEARS* of forewarning and time to plan for paying subsidies to the tens or hundreds of millions of people claiming eligibility.

Now, they've paid 750 million in Okare subsidies to people they can't verify are even citizens of the US. The imeptocrats at the IRS and HHS of course failed to coordinate ways to recoup these funds, leaving everyone else holding the bag. The someone else's money lack of accountability and fundamental moral hazard of govt beaurocracy strikes again.
Quote:
Illegal immigrants and individuals with unclear legal status wrongly benefited from up to $750 million in ObamaCare subsidies and the government is struggling to recoup the money, according to a new Senate report obtained by Fox News.

The report, produced by Republicans on the Senate Homeland Security and Governmental Affairs Committee, examined Affordable Care Act tax credits meant to defray the cost of insurance premiums. It found that as of June 2015, “the Administration awarded approximately $750 million in tax credits on behalf of individuals who were later determined to be ineligible because they failed to verify their citizenship, status as a national, or legal presence.”

The review found the credits went to more than 500,000 people – who are illegal immigrants or whose legal status was unclear due to insufficient records.
Keystone Kops spending your tax money. But hey, they promise to be experts if you hand them a total monopoly on control of health care. Right.
Quote:
In other words, the Centers for Medicare and Medicaid Services pays credits and subsidies to the insurance companies on behalf of the applicants – and the feds then “chase” after any overpayments to ineligible people once they are discovered.

“This ‘pay and chase’ model has potentially cost taxpayers approximately $750 million,” the report says. The 500,000 individuals in question have been removed from coverage, according to the findings, as the government seeks to get the money back.

The Senate report says the IRS and HHS initially failed to coordinate on a plan for recouping funds, and claimed that a subsequent plan from the IRS to recoup the money is still “ineffective and insufficient.”

In a July letter to Johnson, IRS Commissioner John Koskinen assured that the agency is “committed to identifying and efficiently addressing” improper payments. He reiterated that anyone “not lawfully present” who enrolls for ObamaCare coverage “must repay” the advance premium credit payments, and would be breaking the law if they don’t.
Oh my, breaking the law!

I'm certain the idea of breaking federal law is a real threat to people who willingly broke it to enter the US.

I think my opinions on the ineptness of seat moisteners are well know in LTUP but I suspect that some of the "ineptness" with regard to Okare is not ineptness at all but actually design.

I've always said that best thing about working for the government is the complete lack of responsibility for ones actions. The only even remote possibilities for discipline are termination or, God forbid, losing that almighty pension.

Nothing like the civil and criminal penalties that a civilian employee or contractor faces.

The GAO has upped the ante on how much we're spending on unverified subsidies in order to 'cut costs'. Now 1.7 billion for 2014 alone. They can't verify....but pay them anyway,
Quote:
This inability to properly verify enrollment has meant billions of dollars have been sent out to enrollees without verifying whether the applicants were fraudulent. As the report notes:

“According to GAO analysis of CMS data, about 431,000 applications from the 2014 enrollment period, with about $1.7 billion in associated subsidies for 2014, still had unresolved inconsistencies as of April 2015—several months after close of the coverage year.”

While CMS has information that could shed light on fraud, it has not developed any procedure to utilize it. As the report notes:

“CMS foregoes information that could suggest potential program issues or potential vulnerabilities to fraud, as well as information that might be useful for enhancing program management.”
Another study claims 2.8 billion
Quote:
A June 16, 2015 report released by the HHS OIG found that $2.8 billion worth of Obamacare subsidies and payments had been made in 2014 without verification.
Then, there are the tax credits.
Quote:
A June 10, 2015 TIGTA report found the IRS failed to properly administer nearly $11 billion in Obamacare tax credits.
Yes, this is the same govt you are told will give you even better care, and save money if it has total control.

You see, they're not greedy and seeking profit. In fact, they're motivated by other things. Not getting into trouble, not making waves, passing the buck, getting that pension, and all kinds of motivations they're free to have because they don't need to worry about pesky things like customers and making sure they don't run at a loss.

Sadly, no. This is how the Obama "Administration" works. It works this way by intent and by design.

Every penny of this is solely the responsibility of the Democrat Party, not one Republican voted for this idiocy.

It's all good - throwing money from helicopters and all....

actually, the proponents of .gov services should be the toughest on this stuff (but seldom are) because the ultimate undoing of these programs occurs when the fraud undermines everything.

Its almost bizarre the way it works - your normal tax paying honest citizen jumps through hoops of all kinds to secure the benefits they are entitled to with reviews and checking at every step - but the brazen fraudsters create beneficiaries out of whole cloth and get paid...
