If the RC model weighs more than 250 grams, then you have to register it. But only kids 13yoa or older have to register, So that is the tricky part. If your kid is 8yoa then I do not see a reason for him to have to register it. Since they say registration is for 13yoa people or older, then he doesn't.

Some Air Hogs aircraft weigh over 250 grams, but a lot of them do not.

They may have an age clause some where on the FAA site. Just because you didn't know it was there is no excuse under the law. This is like flying a plane now the way they word it. I think there is a rule about age before you can fly anything over 250 grams just like a real plane. Better check with the FAA about that.
