Everything is now called a "drone".

Flying a helicopter low and fast (100mph) over a beach: perfectly fine.

Flying a model airplane low and much slower over same beach: DANGER WILL ROBINSON.

Why is the Mop and Pail the only place carrying news about a Southern California incident, anyway?

The helo had no business flying at that altitude close to a beach. He was flying directly over people in the water. However the drone operator should have also seen the helo and moved out of the airspace. Both pilots at fault, and should be fined.
