Binding Hitec Eclipse 7 to Frsky D8 RX


I'm helping a friend bind his Hitec Elipcse 7 TX with 2.4ghz FHSS module to a Frsky D8 RX. The instructions say to (1) push and hold the link button on the back of the TX (module, I guess) . Then power up transmitter. Then (2) check that the blue LED is flashing. If the red LED flashes, tap the link button to turn it blue.
I have not been able to successfully bind the TX and RX because I have not been able to get the TX LED to turn blue. Any suggestion? The TX had a problem with the idle up function and was sent back to Hitec for repair. Hopefully they did a complete check of functions while they had it.

Is the module Hitec 'Spectra' 2.4 Ghz or FrSky?
FrSky does have some Hitec compatible receivers:

A Hitec AFHSS module will not bind to a FrSky D8 series RX which uses the ACCST protocol.

The TX Module is a Hitec 2.4 AFHSS and the FrSKY D8 RX is setup for Hitec AFHSS. The problems is that I can't get the TX module inot the bind mode (blue LED flashing).
