anybody have any experience with these chargers?
I will be running a zagi, brushless aveox motor with 40a esc, 9.6v 1950 mah batteries
any idea how fast it will charge?

Sure - charge at 1C, it will take 1 hour, charge at 2C, it will take 1/2hr. 1C = 2A, 2C=4A
Before putting money into a NiCd/NiMH charger, consider that LiPo's need a charger that has Lipo parameters, like a Triton. Just a thought in case you decide to use lipo's in a couple of months or a year....you might think about getting a charger that does those and lipo's
I don't have this charger so I have no experience with it, but assuming it is a fairly good charger the more important point is what kind of batteries are they.
Most NiCd can be recharged at 3C, which is 5.85A for these batteries. So on DC power the charger will charge 5A max, which is within the range of safe recharging for those batteries. So 1.95AH divided by 5A yields 0.39 hours, or 23 minutes. That is most optimistic as it assumes a constant 5A recharge rate, and most chargers don't supply this all the time depending upon their charging programming and it does not account for electrical losses. So my estimate would be about a half an hour. On AC power the charger is only providing 3A, so the recharge time would be longer.
Most NiMH batteries can be recharged at 1C, so it will take an hour to recharge the battery if you set the charger's charge current to 1C (1.95A), which is the safe thing to do.
