Looking back at your Arizona groups thread you say you have a Hacker B20. Mine were all very smooth starting motors. Never a stutter. How about a timing issue? Are you using a Castle Creations ESC? There are 3 timing options. You should be using option 2, standard timing.
Also look for insulation pulled back and one of the motor wires touching the case. Maybe look for a "cold" solder joint on a connector. On my B20-15L's I only used connectors to the battery. Motor was soldered direct to the ESC.
