You're totally off base here. Scientists don't arrive at conclusions to justify their budgets. They get paid no matter what. I work at a lab full of world class scientists, and much of the work they do ends up proving things don't work the way they thought. Pure science is funny that way.
One of the preeminent optics scientists of our time told me to never approach science with an engineer's perspective. You will be very disappointed at what you discover.
What justifies a research scientist's budget is how well the science is performed, not what conclusions are reached. Engineers, not so much.
