Is a 3S2P three 1S2P in series or two 3S1P in parallel?

Are the xSyP Lipo packs paralleled at the cell level or just at the pack level?

It depends on how you want to use the batteries. 2 3S1P packs are more versitle as you can use them in lower amp draw applications and then parallel them when you want to draw more current. If you don't expect to ever use a 3S1P pack and want the convience of not having to use 2 packs inside an airplane then wire them as 3 1S2P packs in series. That will allow for better balancing.

If balancing and thus safety is so important, shouldn't commercial parallel packs be built paralleled at the cell level?

Does anyone sell packs with tabs to access each cell terminals?
