Somebody in England already did. The build article was in a very recent Model Boats magazine, July 2012 maybe. The man built the "kneeling" heavy lift ship in 2 halves, and it has more electronics than the space shuttle. Quite cool.

I was sent a copy of that magazine.
Apparently I helped him find references for his build.
Kaj, in Burnaby, BC, is building a small model also.
Mine is set aside due to space and funding.:

Hard to imagine anyone willing to build sixteen near identical tugboats one right after another. to go with the ship.

Would you build the tugboats first?

The tugs, in most cases has to be 1/100 scale.
There is a 1:50 scale model under construction in the Netherlands

It would be a club effort to build a shipment of tugs for that model.
I am sure that the mailline group would be up to challenge.

r/c ships and workboats
Would deffinately be an interesting site to see a model of even half that many show up. Imagine once the larger vessel submerges then all the tugs on board depart----deffinately be a ballet and spectacle to behold.
Where were they being shipped to?
My guess would be some place over in Europe by looking at the names and a few registry markings. Could be one of these "we built them and now need to sell them off at auction" deals as well. No audio on my end so can't tell if there was commentary listing home port destinations.

Certainly one doesn't need to limit yourself with tugboats.
