Manipulating a Transmitter's toggle switch


I'd like to control a transmitter's switch to "on" or "off" based on "outside power" to the switch.

The outputs I have to deal with are 120VAC 2amp 60Hz. Basically, if the power is on, I want the transmitter to see that it's switch is "on", if it sees no power, then the transmitter will "see" the toggle switch is "off".

In general I'd also like to better understand how a radio transmitter knows if you have the switch toggled one way or the other. Is it reading a change in the frequency of the circuit, or is the switch opening and closing the circuit?

Any help is much appreciated!
