Should not be too hard if one's inclined... I would think all you'd need is plywood, beer cans, duct tape & some scale lawn chairs.

A friend in our club had built a very nice pontoon boat. I searched and could not find pictures, but I recall he built from plans. He was a toolmaker by trade, and he built bending jigs for all the square brass tubes he used to make the railings so they would have that cool indented feature on the inside of the bends. When he had it on display with the club at the local boat show the pontoon boat dealers would come by and talk to him. Pretty neat. He has since past and his wife has built a memorial around that boat in their house.
My opinion is that you need to build the pontoons light, as the weight adds up fast on this tpe of boat. PVC pipe and carved wood ends don't work very well. Carved foam with fiberglass skin and/or aluminum cans would be much better. And with aluminum cans, think of how accurate the dents will be! Both pontoon boats I have seen were built to Barbie scale for properly dressed occupants.

I did not build a pontoon boat BUT I did do a 1/12 scale model of a Delaware river racing raft.
I used plastic vacuum cleaner pipe. Thin wall and light. Added split 14 ga wire insulation for the rings of a 55 gl oil drum.
