Duane Brooks an Exception?... or the Rule?

In another thread, it was argued by some on the Left that the now famous Duane Brooks Jr. of the Judge Judy video (do a google and watch it if you haven't seen it already) was just a rare exception, while I argued that he was more "the rule" among people who scam government and steal our (taxpayer's) money.

Well, my goodness, now we have just one city among the thousands and thousands of cities in the nation that have "loose" policies that allow Duane Brooks Jr. to be more a "typical example" than the "exception" he was supposed to be.
Is there any question that scams like this are done in EVERY mid to large size city in the nation?

Here 'ya go, kiddies, this is in just ONE city in the nation, and it represents the "poor" that so many people are concerned about:

Nearly 90 city employees were suspended Monday and face potential firing and prosecution for receiving unemployment benefits while holding their city jobs, District officials said.

In addition, about 40 former city workers cashed unemployment checks they were not entitled to and also face sanctions. In all, the city estimates it has paid out as much as $800,000 in unemployment benefits to working city employees since 2009.


And if you believe that this is anything else but just the tip of the iceberg, you are clearly wrong.
What's wrong about this is that it took three years to finally find these people. We live in a world of instant computer reports, and there is no reason why those dots couldn't have been connected the moment an employed person began receiving an unemployment check.
