That's dated 2008, I would look for something more current before you fly to prevent throwing some nice batteries away before you board.

I just wonder why those express company could transport battery by air,

I think they turn a blind eye. Some carriers like HKP scann all mail and reject them back to the sender.

Don't know about other countries, but the FAA here in the USA is taking a much harder look at batteries being carried on aircraft after that UPS 747 went down in Dubai due to a fire attributed to Lithium batteries in the cargo.

The FAA has been looking to make regulation changes long before the UPS crash in Dubai. The fact is, there has been at least 3 aircraft fires I can think of that were either directly, or indirectly, related to lithium batteries of various types.

Changes are coming, how severe, and what impact they will have on our battery types is anyone's guess at this point.
