Converting PSU AcBel model FS7023 and FS9032

I was able to get a couple of these power supplies and would like to convert them.

I was able to get some PSU from some IBM Servers there were two types pulled from the units.

EMERSON Module 7001484-J000 or
AcBel FS7923 or FS9032

The AcBel Fs7023 has the following info on the label
IBM P/N:39Y7206 FRU NO: 39Y7207
DC OUTPUT: +12.2V --- 55A

01 02 03 04 05 06 07 08 P-P-P P-P-P P-P-P <--Top
09 10 11 12 13 14 15 16 p-p-p p-p-p p-p-p <--Bottom

Someone mentioned jumping TOP-01 and TOP-02 this worked great for the EMERSON PSU but it does not seem to work for the AcBel PSUs.

When I used the same pins jumped the green light comes on solid but as soon as I place any load on it the green light goes off.

Any ideas, Please

On the AcBel FS7023:

Jumper TOP-01 and TOP-02 then ground BOTTOM-16 to fire it up and disconnect BOTTOM-16 to let the PSU ramp down the fan.
