Static is usually a result of weak signal. However, what most people call static is often multipathing as it can be hard to tell the difference. Look at the video below which shows what multipathing looks like. If your video looks like that, you need a directional antenna or circularly polarized system.
The other issue could be noise floor. This is a very misunderstood concept, but think of it as if someone is trying to talk to you. If you are in an open field, it would be much easier to hear them than if you were at a rock concert. That's noise floor in a nutshell.
