This is the title of an interesting article from the May 2010 issue of Physics Today, which discusses the limitted availability in the near future of rare earth elements. This includes the rare earths we covet for permanent magnets: neodymium (Nd) and samarium (Sm).

OLD News... Cobalt was declared a strategic material in early 70's Instant Shortage as result of Military 'hoarding'. The then major source was the Congo. Political 'Interference' there is still ongoing.. Lucky Congolese.
Titanium is 'mostly' deposited in the Urals. Soviet space craft were basically CAST Titanium spheres while contemporary US efforts were constructed of case hardened aluminum foils.
