The meeting was called to order on Monday January 12, 2009 at 7:08 pm by Acting President, Tim Stadler.

12 members were present.

Secretary’s report:
The December meeting minutes were read and approved.

Treasurer’s report:
The December treasurer’s report was read and approved

Sod Farm Field Report:
The field is closed for the season. The sod farm field rental amount for the 2009 season will be negotiated in April with Mrs. Anderson and paid at that time.

Quarry Field Report:
The field was reported to be in good shape.
Please keep the gate closed when members are flying to prevent snowmobiles from entering. This is a requirement by the city of Appleton.

Indoor Flying Report:
The next Indoor flying session at Player’s Choice will be announced on the club forum.

Old Business:
Tim Stadler passed around a volunteer sign-up sheet for the Show and Auction. Help is needed for set-up, tear-down and various duties during the show. Plan on bringing lots of models for display. Models do not have to be entered in the static display contests.

Chris Zangl reported on the 2009 Frozen Finger Fun Fly. The event was a success. The high winds and blowing snow made flying a challenge but added to the fun.

The club thanked Carl Brown, Bob Johnson and Lee Murray for help in administering the AMA’s leader member program and Tim Stadler for initiating the program.

New Business:
The combination on the lock to Quarry field will be changed this week. The shed’s lock will be changed to match the gate lock. The new combination will be provided to all paid members for 2009.

Elections were held for the 2009 club officers. Results are President-Matthew Cramer. Vice President-(Nominations still needed). Treasurer-Hal Jorgensen and Secretary-Tom Rodgers will continue in their respective positions for 2009.

Announcements:
The January Silent Flight Special Interest Group meeting will be held on Tuesday January 20th at 7:00 pm at Grace Lutheran Church 900 N. Mason Street in Appleton.

Member’s Activities:
Scott Zastoupil reported on his visit to Bob Johnson’s home and workshop.
Lee Murray reported on his latest adventures in full scale sailplane flying.
Chris Zangl brought an electric foamy that he designed and constructed from 3 mm Depron. He plans on flying it at the E-Fest Indoor Electric Festival in Champaign IL.

Quarry Field Report:
There is still about 8" of snow on the field. Please stay on the road as the weather warms up and the ground becomes softer. The entrance gate lock combination has been changed. The shed lock will be changed soon.

Indoor Flying Report:
The next Indoor flying session at Player’s Choice will try to be scheduled on the February 14th weekend and will be announced on the club forum.

Old Business:
Show and Auction Report:
Tim Stadler passed around a volunteer sign-up sheet for the Show and Auction. Help is needed for set-up, and various duties during the show. Help is needed starting at 7:00 am to prepare for the show opening at 9:00 am. The Wave will take care of tear-down and clean-up. Plan on bringing lots of models for display.
Flight simulators are needed.
Advertising is on target.
Raffle prizes are being donated by various companies.
Members are encouraged to ask for raffle prize donations from their favorite vendors.
Prizes purchased by the club will be selected at Galaxy Science and Hobby by club members on Wednesday evening February 11th at 7:00 pm.

New Business:
Chris Zangl was elected as the new Vice President.
Tim Stadler was appointed as Safety Coordinator for Quarry Field.
Chris Zangl, with assistance from Andy Koschmann, was appointed as Flight Instructor.

Announcements:
The February Silent Flight Special Interest Group meeting will be held on Thursday February 19th at 7:00 pm at Grace Lutheran Church 900 N. Mason Street in Appleton.
The 7th Annual Wisconsin Silent Flight Conference will held on Saturday February 21st. See http://www.flyvam.com for details.
There will be indoor flying at Riverside Elementary School in Fond du Lac on Friday February 13th from 6:30 to 9:00pm for micro flyers only. Planes must weigh one ounce or less. See Bob Johnson for details.

I did some research on the fuel tax exempt law for use in the lawn mower and it looks like it has to be delivered in bulk in no less than 100 gallons to be considered tax exempt.

I doubt the city would allow bulk fuel storage on the landfill. If they did we would have to have a concrete mote built incase of tank rupture and other associated safety equipment. Below is what I found on the WI DOT website:


Are any fuel sales exempt from the motor vehicle fuel tax?
The following fuel sales are exempt from this tax [sec. 78.01, Wis. Stats.]:

Gasoline and undyed diesel fuel sold to the United States government or its agencies. (Sales to Wisconsin municipalities and school districts are not exempt.)

Gasoline sold on or after July 1, 1998, for off-road use in mobile machinery and equipment, provided the fuel is delivered into the customer's bulk storage tank in an amount not less than 100 gallons.

Caution: Gasoline cannot be sold tax-exempt if it will be placed into the fuel supply tank of a licensed motor vehicle (except an urban mass transportation vehicle), snowmobile, recreational motorboat, or an all-terrain vehicle (unless the ATV is registered for private use).

Gasoline and undyed diesel fuel sold to a common carrier for urban mass transportation of passengers.

Gasoline and undyed diesel fuel exported from Wisconsin.

Gasoline sold to a general aviation fuel dealer licensed with the Department for use in aircraft, provided the gasoline is delivered directly into the dealer's storage tank in an amount not less than 100 gallons.

Undyed diesel fuel sold as heating oil.

Undyed diesel fuel sold for use in trains.

Gasoline and undyed diesel fuel sold on a Tribal reservation to a Native American who is an enrolled member of the Tribe.

Dyed diesel fuel (may only be used for off-highway purposes).

Fuel suppliers who are licensed with the Department may claim a deduction for exempt sales on the monthly fuel supplier's reports required to be filed with the Department. However, nonlicensed fuel vendors must file refund claims, Forms MF-012, with the Department. Also see the Vendors of Motor Vehicle Fuel section below.

Exempt motor vehicle fuel sales must be documented - In order to make exempt sales to customers, fuel suppliers and vendors must obtain from customers documentation which shows that the customers are eligible to purchase motor vehicle fuel exclusive of the Wisconsin motor vehicle fuel tax [sec. 78.01(2r)(a), Wis. Stats., and Wis. Administrative Code sec. Tax 4.65]. When the law does not prescribe a specific type of exemption document, you can design your own based on Department specifications or use the Department's fuel tax exemption certificate, Form MF-209, which can be reproduced. Blank forms can be obtained by calling (608) 266-3223 or (608) 266-0064.

Thanks for looking into that for us, but I do not believe it would be necessary for us to store the fuel in bulk ourselves if the co-op would allow us to buy it in bulk from them in a 100 gal order and then just use it as we need it with the co-op basically being our fuel farm. I am not sure if this co-op will allow us to do it for just 100 gal, but when I lived back in MN our local co-op would allow the small farms to bulk order and lock in thier gas price at the current rate and then instead of a credit card you were issued a gas card that only counted gallons used and not a dollar amout so when you filled your gas cans with the off raod diesel ( in our case gas) at the co-op pump it just took the gallons used off your card and when your card hit zero gallons you could either re-up the card for more gallons at the current price or just pay at the pump with your credit card or put it on your account. I was thinking that the co-op we use may allow us to do something similar for out lawn mower gas, as we could buy 100 gal up front of off road use gas and see if they would store it for us and we just get issued a gas card that would be put with the lawn mower so when a member needed to go fill up the gas can for the mower they would just take the card with them and our gas price would be looked in at the lower rates they are now instead of chancing a fuel price increase over the summer. Hal will be looking into this for us and I am sure when he finds out more info he will share it with the group.

The AMA Introductory Pilot Program was presented by Tim Stadler.
Discussion followed concerning new pilot training in our club.

The meeting was called to order on Monday April 13, 2009 at 7:00 pm by Vice President, Chris Zangl.

Sod Farm Field Report:
The west end where the pin box and porta-potty is located is still wet. The middle and east sections are dry and can be used for flying. The porta-potty will be serviced by early May.

Quarry Field Report:
The field is in good condition.
The porta-potty will be serviced by early May along with the one at the Sod Farm.
The mower is good to go.
A pilot barrier was broken over the winter and will be repaired.
A flag has been installed by Jim Van Linn. Jim will also donate and install a solar light for the flag.
The gate lock seized up and was replaced temporarily with an older lock. A new lock will be purchased and installed.

New Business:
Scott Zastoupil presented the donations from the Silent Flight Conference to the club.
Scott introduced a proposal to purchase a new public address amplifier, microphone and cables to be used for club events.
Motion: To approve the purchase of a PA amplifier and components not to exceed $160. Motion approved.
Scott will put together a flyer listing all of our events for 2009. Jay Strauss will check with the AMA on the availability of a Fun Fly date on Flag Day weekend, June 13th or 14th.

Tim Stadler presented a need to extend the club’s Model Aviation magazine subscription at the Little Chute Library.
Motion: To purchase another subscription to Model Aviation magazine for the Little Chute Library for $36.00. Motion approved.
Tim also presented a letter requesting donations from groups that use meeting rooms at the Little Chute Library for a defibrillator.
Motion: To donate $100.00 to the Friends of the Little Chute Kimberly Public Library for the purchase of a defibrillator. Motion approved.
The Little Chute library also requested donations in the form of prizes for their summer reading program. The library will be contacted as to the appropriate type of prizes.

Clean up day at Quarry Field is scheduled for Saturday April 25th.
Ground School is scheduled for Saturday May 9th.
Details for both events will be published on our web site.

A need for miscellaneous repair items and supplies at Quarry field was discussed.
Motion: To approve $100 for miscellaneous supplies at Quarry field. Motion approved.

Announcements:
Brian Walbrun has trophies that were donated by Bob Huelsbeck. They can be recycled and used for future contests and events.

As a followup to the meeting. I spoke with Kathy Tomasovic from the Little Chute Library - Youth Services and she said they would be happy to receive any aviation-related prizes or any other prizes for that matter. They will have various age groups and upon completion of the summer reading program the youth can spin a wheel, and the number on the wheel corresponds to a prize.

Tom Abendroth has two rolls of paper manufacturing forming fabric to donate to the club. He will bring the rolls to Quarry Field.

Flag Day Fun Fly update:
Jim Van Linn requested funds for miscellaneous expenses.
Motion: To approve the amount of $130.00 for the Flag Day Fun Fly. Motion approved.
Help is needed on the day of the event starting at 7:00 am.
Scott Zastoupil will be contacted to provide a PA system for the event.
An aerial camera is needed for pictures during the event.
An American flag kit will be provided as a door prize.

In other business:
Kerry Hamilton will have a trailer available to transport the lawn mower for servicing.
Troy Evers spoke about his recent accident with his hand and a live prop.
The demonstration for the Civil Air Patrol Aviation Explorers will be held at Quarry Field Thursday evening June 11th starting at 6:30 pm.

Indoor Flying:
Indoor flying should begin in a month or two. Both Carl Traeger Middle School in Oshkosh and Players Choice in Appleton should be available this year.

The buddy box for training is good to go.

New Business:
Tim Stadler reported that WE Energies quoted an amount of $8,000 to $12,000 to provide electricity to Quarry Field. Solar electricity was suggested as a possibility at a much lower cost.
Chris Zangl presented information on an electronic airplane retrieval system. Other systems were discussed.
Construction of a device for retrieving planes that land in the trees was discussed. It was suggested that such a device could be built at a low cost and as a possible winter project.
Eric Iverson was commended by club members for his helicopter demonstrations at the EAA.
Other club members were thanked that donated their time at the EAA .

Show and Tell:
Bob Johnson presented the new micro model Parkzone Sukoi Su-26m bind and fly. He discussed the model set-up and flew a demonstration flight.

The lost airplane at Quarry Field has not been found.
Chris Zangl presented information on a lost airplane locating device.
Jason Birnschein will build and test a beeping tracking transmitter unit and present the results to the club members for consideration.
The Handlaunch Glider Contest was a success. Wet power flyers that normally fly at Quarry Field were thanked for allowing the contest to take place.

New Business:
A fall cookout at Quarry Field will be announced and planned on the Forum.
Kerry Hamilton spoke about the recent successful club presentation at the EAA Pancake Breakfast. Nine airplanes were displayed and a Vapor was flown creating a lot of interest in our club and the hobby among those attending.
Tim Stadler noticed that the Gravely tractor is having a steering problem. The members decided to take the mower in for a complete servicing at the end of the season.
Motion: To allocate up to $300.00 for Gravely mower maintenance. Motion approved.

Show and Tell:
Lee Murray reported on his full scale sailplane flying with his son including pictures and altimeter recordings.
Bob Johnson presented a battery flow meter from Peak Electronics and discussed its use. Bob also demonstrated the new Blade mSR fixed pitch helicopter and the included four LiPo battery charger. He also had 130 mAh LiPos with a 15C discharge rate as an upgrade to the included 110 mAh batteries.

Jim Van Linn adjusted the steering on the mower and it is working fine now. He felt that the club can take care of any further routine maintenance.

No definite schedule has been announced yet.

New Business:
The club’s meeting rooms at the Little Chute location will not be available in the year 2010 on January 11th, February 8th and September 13th. Tim Stadler reserved the rooms for the following alternate dates.
1) January meeting moved from Monday January 11th to Monday January 4th.
2) February meeting moved from Monday February 8th to Monday February 1st.
3) September meeting moved from Monday September 13th to Monday September 20th.
All other meetings will be held as normal on the second Monday of the month.

There was discussion concerning ways of increasing attendance at club meetings. Any ideas and suggestions from the membership are welcome.

Show and Tell:
Bob Johnson brought the new ParkZone Micro P-51D Mustang and discussed trim, balance, radios and batteries.
