the castle creations sidewinder micro should work. would be my first choice.
Hobbycity.com has brushless motors in every imaginable size (20 to 28mm for 1/18).
Associated Reedy has a micro setup due out in January.
Ammo motors from tower hobby (20 to 28mm size).
that should get you started

My Aquacraft Reef Racer 2 is a 380 size motor and I have replaced it with a Ammo Series brushless motor that is 28mm in diameter and its the perfect size.
