That charger is a 2/3 cell charger that charges through the balance taps, it would be real hard for the user to mess up. Since the battery burned up while on the charger the manual says to use, I would say to try to get RCS to send you a new one.
The most common cause of LiPo fire is operator error, but in this case the charger is so simple to use that I don't see how that could be possible. The most likely problem is a fault in the charger. I recently saw a thread where one fellow advocated placing several batteries in parallel on a $5 charger overnight while he slept. He refused to believe that he was at risk for a fire as he was experienced with batteries and chargers and was blind to the possibility of equipment failure.. Hopefully your fire did no other damage and you'll be able to get it flying again soon.
