I bought an X9303 A/S about a month ago, and there is now a sheet of clear plastic protecting the regulator that is attached by the screws above and below the voltage regulator. Looks like new X9303s do not have this problem anymore.

Cut battery wire on the JR X9303 also.

One other apparent issue with the JR X9303 . . . the battery wire. The battery compartment has lots of sharp edges on the ends, and the heavy battery is loose in the compartment, but I'm not sure if the wire was damaged from the battery moving around, or perhaps pinched by the compartment cover. In any case, the cut insulation looked exactly like the cut insulation on the aileron wire from the sharp edge of the voltage regulator.

I am lucky I noticed it before it shorted and ruined the battery or torched the transmitter. I repaired the insulation with goop, and padded the compartment with some foam so the battery can't move, and I'm more careful about how I close the compartment.

This is not just an issue with the 9303 but also with other JR transmitters and the DX7. When I bought a DX7 a couple of years ago, it proved to have a cut battery wire. I took it back to the LHS and we checked the other two DX7s in stock and both had damage to the battery wires.
Preventing this is very easy -- just a piece of foam at each end of the battery. They should do it when shipping them.
