1) The FFA NPRM is still underway which will define regulations for all small unmanned aerial systems. Publication of the NPRM has been moved out to the end of the year and the comment period to 2/12. Best guess is that amateur models resposibility would be given to AMA which would require their rules to be followed to be exempt from the other sUAS regulations. 2) AMA apparently called in a marker and got an amendment added to the Senate version of H.R.658 "FAA Air Transportation Modernization and Safety Improvement Act" which would totally exclude Amateur models from FAA regulations. The House version of the act doesn't not however contain that amendment. A joint subcommittee has been formed to reconcile the diffferences between the two. So IMO reading between the lines FAA wants amateur models covered by regulations and it would not be unexpected for them to apply presssure to do so. Wonder what they could possible use to do that??
