I use Turbo Cad v6.5 (the free version). Don't know if its the same as yours or not.
Once you have the drawing loaded, you select the entire drawing (rubber band box or select all). On the bar across the bottom of the window, the X and Y dimensions are shown. These boxes also let you enter a scale factor. Go to the X box and enter the factor that you want to use, then enter the same factor in the Y box and hit the enter key. This will change the original drawing by the scale factor you chose.
