Could "consultants" be thought of as data adjusters?

Only use the supporting data, obviously the rest is garbage.

Test until you get the right result (and then immediately stop testing).

Take a look at your charger during a discharge and see how many mAh are needed to bring a cell from 4.1 to 4.0V and then from 3.7 to 3.6V!
I have never measured it, but I think the difference will be huge. That's why even 0.1% difference in capacity between cells will give different voltages in a discharged pack.
