I've got the same problem with XP, but I don't need to reboot.
(If, by reboot, you mean hold the button in for 5seconds) My machine only needs the button pressing quickly and startup is instantaneous, exactly the same as normal standby .

It only happens occasionally, normally the machine is reactivated by moving the mouse, hitting any key etc..

It doesn't lose anything in the process.

Humm, My Standby works great, I only need to move the mouse a little to wake her up. However, I just bought this computer & it came with XP already installed.

Are you sure you have not set it to hiberate?

If you set hibernate, you have to hit the power button.

Mine goes to standby and it's fine when I just move the mouse a little.

The problem I have is there's no consistency in the shut down.

I have hibernate enabled, but as I understand it, this means that when I press the shut down button, everything is saved to disk then closed down, but with instant restart.
I never close down that way except to shut off totally. However on some occasions when I use Start>Turn off Computer>Stand By it does exactly that but will not restart just by moving the mouse or pressing a key, I have to press the shutdown/open up button.
I looked at the options in Help and Support, butit doesn't quite work that way.

It's not a problem, I just can't quite work out why it's not the same result each time.

XP

You were right first time (nearly) - I think incontinent was the word I'd use - mine keeps throwing c**p out when I'm not expecting it.
