I suggest that the serial numbers of _all_ imported and domestically-produced
weapons intended for retail sale in our country be kept in an NSA database
along with the serial numbers and sale information, minus the actual
name of the buyer, of the purchased guns. Compliance will require all present
holders to register their guns and a total crack-down on all outlets that sell
under the table (with the wink-wink from manufacturers lobby). The
manufacturers and the sellers must both be required to provide the Fed
an electronic copy of the relevant wholesale documents that will be
required to contain info like on an "end-user certificate"; this info will also
be included in the gun serial number database.

Anyone who has nothing to hide as to the real purpose of their buying a gun
has nothing to fear. After all, the Prez reserves the right to interpret the
Constitution as he sees fit in his effort to keep us safe.

But how would this enhance security? Would this somehow make all owners of illegally obtained weapons come out of the woodwork to register (like they already don't do)?

Apart from the _fact_ that the President is not required to answer your first
question to _your_ satisfaction (and to anyone's satisfaction for that
matter, as he has shown/said plenty of times thus far in his efforts to
"keep us safe"), it is my
opinion that the information I would like the Fed to have in its databases
_will_ allow a better estimate of the amount of illegal guns out there at the
time of completion of said database _and_ regular updates of this
database will greatly diminish the possibility of a lawfully produced/imported
gun to become an illegal gun in the hands of aspiring terrorists. Surely
you can't object to this and since I'm as average as apple-pie it is highly
likely that the multitude of advisors that are helping the President keep us
safe will soon (if not already) think about my sort of proposal.

Clearly we don't expect illegal guns coming out of the "woodwork" but
in this time of the war on Terror we must allow the President to do anything
and everything within his powers given to him by the Constitution
in such times of war in order to keep us safe in our pursuit of happiness
and freedom even if such efforts only do so incrementally.

Bravo, Peter, thats a good idea! Every one who has nothing to hide should have no problem joining that database and anyone who does....Well, a quick search of their house, property, personal records should clear em (and just move their name to the top of the watch list).
Lets not stop there either, here in Texas there are gun shows all the time where you can pick up a weapon no questions asked. I say photo, fingerprint, and database everyone goin in or out irregardless.
And why stop at wepons, what about ammunition?
Sure enough, those who already have illegal weapons won't "come out of the woodwork" and are lost, but so are those who have already made their phonecalls.

does it really matter whether it works or not ? for exactly the reason you gave
above I can show that the phone number database cannot work as far as the
stated purpose for its compilation is concerned. But I can come up with plenty
of other uses to address other, terrorism-unrelated, "problems" that would
otherwise require the standard reading of the Fourth Amendment to apply and
not the reading that Hayden (e.g.) or the President would have us believe
applies.

A better solution would be to register all firearms that are possesed illegally. Those are the firearms we have the most fear.
