I am planning a project to build an R.O.V (as a hobby - nothing
serious), and wish to find low-cost electric motors that can be used
underwater.

Alternatively, I also would welcome any advice on how to waterproof a
standard electric motor for underwater use, to drive a propeller.

How powerful a motor would be needed?

I would prefer a supplier in Canada

Practically any matched set of motors will do, since you are operating via cable, your power source can be shore based.
