“One size fits all” - ESC for brushless motors?

Is there an ESC that would work with almost any CD ROM based motor? I have read that some are better than others.
Maximum ratings would be 15V / 10A or a bit higher. Price is not an issue.

I'd say the Pheonix 25 would cover every CD Rom motor. i dont think they could possibly pull more than 25 amps.

It is not about max current. There were comments like a motor with weak cogging will not work with whatever ESC, while a more powerful cogging will allow you to use it. Also some were said to behave poorly at low RPM.
