Has this law EVER been enforced? I have never heard of anyone going to trial or even being charged with doctor shopping.

I may be guilty of this as well. My insurance carrier has changed 3 times this year requiring me to change my PCP three times. Without proof of my insurance problems I may be in the same boat as Rush.
