What would be the better powerplant?
I have a GP P-51: http://www.greatplanes.com/airplanes/gpma1205.html
I have two motors, an OS .60FP two stroke and a Magnum .70 four stroke. Which would be the better powerplant?

I think you'll find they're pretty close. The 60 is rated at 1.6 Hp and the 70 is rated at 1.1 Hp, but 2-stroke power ratings are a bit inflated since they usually run a tiny prop (not much thrust) to get the maximum power. I had one of those 60 FP's and it was plenty for a 6.5 lb plane... the 70 will probably swing a slightly bigger prop at a little lower RPM.
Since the 70 will sound better, I'd go with that.
