Discovering a forgotten old cemetery in the middle of the corridor of choice is a highway planer's worst nightmare. Basically all the interred need to be identified, their relatives found, and permission obtained to rebury them elsewhere. I think, you can eventually get a court order saying you did due diligence, and can remove the remaining corpses without permission, Cemeteries are avoided whenever possible.

I was thinking they may end up making a sort of observation/access deck around it. A world class novelty, they might be able to cash in on it. Ol' bones might have enjoyed the publicity.
I'm impressed with the respectfulness of the Chinese people.
