Is it necessary or important to fully drain batteries to get the most out of the charge? Maybe it's just a lie but I have heard that from multiple people.

In general, it's not true.
Fully draining batteries shortens their lifespan.
I recall that rule was for NiCAD batteries

If you ever fully drain (down to zero volts) a lipo or lead-acid battery you will have killed it stone dead.
NiCd and NiMH individual cells can be "drained" but taking full packs of multiple series cells down to zero can also damage them.
Details are important .

The people may have been basically describing just cycling of the batteries. There are paremeters to doing this depending on the battery types chemistry.
With lipos it is certainly destructive or they would be shipped flat with no travel restrictions.
